LAUNCH OF OPEN BUDGET SURVEY 2025

The Open Budget Survey is the world’s only extensive and systematic survey of the Transparency of the Budget Process, reviewing the openess of the Budget process from Budget Preparation through to Implementation and Reporting…It has been conducted every 2 years since 2005, including by PNG. it assesses the thoroughness and timeliness of Budget documentation and reporting, as well as the level of engagement of the public and of the Legislature in the Budget process and oversight of Budget Expenditure.
Availability and timeliness of Budget documents and reporting are crucial first steps for citizens to be able to hold their governments accountable for public funds and delivering public goods. Without such access to Budget information, including from State-owned entitites, it is impossible for the public, or Parliament, to ensure public funds are not being wasted or abused by public office holders, and are being used efficiently for the country’s agreed priorities. Of course, once one has timely and comprehensive documentation then other things are required, including active public engagement processes, an active legislature and consitutional watchdogs, efficient procurement and project implementation, investigative capacity and prosecution of abusive office holders, competitive staff recruitment and appointments, effective planning and management, sound policies etc, but all of that presumes firstly Opennes of the Budget process, public procurement etc, and Freedom of Information …
